Am I allowed to challenge general ed classes in university?

I am going to be a freshman in college this coming fall. During my orientation I was given comp 101 e/f because I received a 17 for the English part of my act because I am a slow test taker and English is not my strongest. I know I can do comp 101 and pass with a good grade because I work harder to achieve my goals. So I want to know if I can challenge or change the class? Do I need to talk to my advisor or can I just change it on my own?
