How to make a bootable disk using an iso file?

i downloaded Ubuntu. its in iso format. how do i install it on a comp. that has no os. tried burning it to a dvd using windows 7. wrong program to use i guess. disk did nothing. free program out there? never done this before. need all the help i can get. thanks!
