Are flags only places on graves in veteran cemeteries for memorial day?

I am a photographer looking to do a photoshoot to honor memorial day. There are no veteran cemeteries near me and I know they decorate all the graves with flags on memorial day. Do they do this for veterans in normal cemeteries too?
