How do i make a animation?

i want to know how to make a animation on the computer, like flipnote studio for ds but comp version... i have windows movie maker to combine the animation and music and stuff, but like this video http://www.youtube.com/watch?v=wI_WNP_kUjI how i make something like this? and time it to the music? i also have gimp 2.6 for drawing....
