I think my cat has rabies what do i do?

my cat just had kitten about 3 months ago. and it first i thought the change in personality was just her being a protective mother. but now my family has had to evacuate the house because three months later she has gotten worse. she attacks anything that moves and doesn't move.her pupils are fully dilated her coat i dull she stays in full attack mode. we cant even open the front door to the apt to place food and water down for her and the kittens. i am thinking of calling the city to come remove her cause me and my family are scared. i don't want anything bad to happen to her because she was such a good calm and loving cat. something serious is going on with my cat and im at Witt's end. i just don't know what to do.i love my cat. please help me. i feel like i am living in "Pet Cemetery"
