Who Do I Contact About Somone Misrepresenting a Government Agency? ?

I received a "second notice" from the "U.S. Department of Vehicle Acquisitions", which I know is a bogus agency. It has a U.S. seal as a letterhead and never, not even in the fine priny, does it clarify it is not officially associated with the U.S. government.
