Who should own a cemetery plot? The old or young family member?

We're thinking of buying a cemetery plot. Who should buy it, the older family member or the younger generation? I'm thinking that maybe the younger generation should own it since they will probably do the burial arrangements. If there are two plots, they could also assign who goes where, like Mom to the left, Dad to the right and would do so as the owner.
